It doesn&#039;t work that way, because Serena Software owns the copyright on the code. If they want to withhold source, there is nothing anyone can do about it. GPL only comes into play when people OTHER than the copyright owner want to distribute the software (and then it is only the copyright owner who could sue for GPL violation).</description>
